I think as a manager you always wish you had more resources. That being said, working with constraints and specifically on resources enforces creativity, efficiency and tenacity. You may as well consider this as a challenge driving opportunities more than as a barrier. It definitely helps you make the right calls.

On R&D specifically, even we're still a relatively small Tech/Product team we tend to use opportunities to innovate and explore new things and build up on existing early stage work. We've been doing quite many POCs, if they are proven right and impactful we move them to a more refined and production-ready state over a few iterations.

As many start-ups we're still driven by opportunities instead of dedicating x amount of time or money on R&D. As we grow we might decide to allocate more on R&D specifically but we need to keep in mind that being small is also a competitive advantage as we can move very quickly. I hope this helps.
